(4) Assessment
and Selection : An assessment, prioritisation
and selection process takes place within the Management
Integrated Project Team. A number of criteria will
be taken into account in assessing the merits of
proposals. For new proposals, key criteria are:
Perceived value of research
(clarity and extent of exploitation routes,
options generated, potential capability impact,
potential whole life cost impact)
Alignment to defined DTC
capability challenges
Expected timescales for
availability of outcomes (and how well this
fits to MoD needs and priorities)
Appropriateness for DTC
(low TRL)
Affordability and perceived
value for money
Relevance and fit to research
theme strategies
Degree of novelty
Clarity of proposal and
planning
Track record and heritage
of provider
Civil applicability
Acceptability of terms
Overseas science providers
will be subject to the same assessment criteria
as UK ones. The emphasis will be to use UK
capability where it is as good as that available
elsewhere and to use overseas providers only
where they offer a unique capability. For proposals
to extend existing work, additional criteria
are:
Quality of existing research
Extent to which milestones
and targets have previously been met
Experimental evidence of
benefits of work.
Overall decision making
must also take into account budgetary constraints
and the need for alignment with and not duplication
of research ongoing elsewhere. The resulting
combined proposal will then be presented for
approval to the DTC Board.
